Huanggang Port faces 366 % spike in arrivals; Hong Kong deploys emergency crowd-control plan
Hong Kong’s newly-redeveloped Huanggang Port, which only came into service on 12 October, faced its first major stress-test on 19 October when south-bound arrivals from Shenzhen jumped more than three-and-a-half times compared with normal weekday figures. Between 2 p.m. and 4 p.m. alone, 9,401 passengers crossed the joint-inspection facility, according to the Security Bureau and Immigration Department. The spike coincided with the Chung Yeung Festival long weekend, traditionally one of the busiest travel periods for family visits and leisure trips. Officials said the sudden volume exceeded modelling done prior to the port’s opening. Immigration officers, police and customs staff were redeployed from other land checkpoints, while the Transport Department dispatched additional franchised buses, minibuses and 130 cross-border coaches to disperse crowds. Temporary queuing lanes were set up on Levels 2 and 4 of the departure hall, and electronic signage was updated in real time to direct travellers to the least-busy e-channel clusters. Despite the interventions, travellers reported waits of up to two hours and intermittent system reboots at automated gates. Lawmakers urged the government to review staffing ratios and the “collaborative-inspection” IT platform, warning that congestion could undermine confidence in the single-clearance model that is central to Hong Kong’s vision of a one-hour-living-circle with the Greater Bay Area. They also called for better passenger education, noting that many first-time users did not realise they had to preload QR codes into the HK e-Channel mobile app before arrival. Business stakeholders are monitoring the situation closely. Trading companies rely on same-day cross-border movement for samples and purchase orders, while manufacturers use the port for just-in-time parts delivery. Prolonged delays could translate into missed production slots and higher logistics costs. Travel-management firms are already advising corporate clients to build a two-hour buffer into itineraries this week and to consider alternative checkpoints such as Shenzhen Bay until throughput data stabilises. Going forward, the government says it will keep contingency teams on standby throughout the National Day and Christmas peak seasons. Additional self-service kiosks are being installed, and the Immigration Department will open night-time registration counters so that frequent travellers can enrol in advance for e-Channel and facial-recognition clearance. If the enhancements work, officials maintain that Huanggang Port will eventually handle 180,000 passenger trips per day with an average clearance time of 15 minutes.
