Brussels opened its doors today to the second post-Brexit EU-UK summit, a meeting deliberately set for 22 July to coincide with the tenth anniversary of the 2016 referendum. For Austria’s internationally active employers and their mobile work-force, the main item to watch is a draft Youth Mobility and Business Trainee Agreement that could restore limited free movement for 18- to 30-year-olds and for short-term intra-company trainees. Although the text of the pact has been negotiated for over a year, the new British government has so far insisted on a tight annual quota while the European side—strongly backed by Austria, Ireland and the Netherlands—wants numbers to track labour-market demand. Vienna’s diplomats told the press that Austria would regard a quota below 20,000 EU-wide as “economically irrelevant” because it would not even cover the seasonal and graduate-trainee demand of Austria’s Mittelstand exporters to the UK. Should a deal emerge over the next two days, Austrian citizens aged 18-30 would be able to live and work in the UK for up to two years without company sponsorship, and British graduates could be seconded to Austrian subsidiaries for up to 12 months. That would ease the paperwork load created by the end of free movement in 2021 and could become a model for similar arrangements with Canada and Australia, two other priority markets mentioned in Vienna’s 2025 Mobility Strategy. In practical terms, HR teams should prepare now: the British Home Office plans to manage the new visa class through its existing mobile-app system, meaning biometric passports, proof of medical insurance and a EUR 259 fee will still be required. Austrian companies sending trainees will also have to register with the UK sponsor management portal. Immigration advisers caution that places will be allocated by electronic ballot if applications exceed the cap—something almost guaranteed in year one. For businesses that rely on rapid talent deployment, contingency planning through the ICT or Service Supplier routes remains advisable until the final numbers are known.
