France’s worsening fuel crunch moved from annoyance to serious mobility risk on 21 September after official statistics showed that 16 % of the country’s 9 900 service stations were out of at least one type of fuel. The data, published on Prix-Carburants.gouv.fr and analysed by The Local, revealed regional hotspots in Pays de la Loire, Île-de-France and Grand Est, where more than one in five forecourts reported dry pumps. The shortages are the downstream effect of a perfect storm: crude-oil price spikes linked to escalating conflict in the Middle East, unplanned refinery maintenance at TotalEnergies sites and a rush of motorists trying to fill up before further rises push SP95-E10 and diesel beyond €2.20 per litre. Although Energy Deputy-Minister Maud Brégeon insisted supply chains are “holding up”, the government has activated a crisis-cell in Matignon and is considering targeted fuel vouchers for workers who rely on cars for commuting. For corporates, the impact is immediate. Relocation firms are reporting delays in household-goods moves as van operators struggle to refuel, while taxi companies serving Paris Charles-de-Gaulle airport have introduced fuel-surcharges. Long-distance road-warriors are turning to France’s high-speed rail network, increasing pressure on already busy TGV services. Supply-chain managers moving components between French plants and continental hubs warn that just-in-time delivery buffers could evaporate if shortages persist through the week. Practical work-arounds do exist. The crowdsourced Penurie-Carburant website and the government’s own open-data map both provide near-real-time stock levels station by station, allowing drivers to plan routes around dry areas. Companies with large car fleets are being advised to issue drivers with multi-brand fuel cards and to encourage remote work when feasible. The situation will also be a stress-test for France’s new legislative cap that prevents TotalEnergies from charging more than €1.99 per litre for unleaded at its sites – a policy that critics say is now drawing disproportionate queues to those stations and accelerating local outages. Policy-wise, the shortage is reviving memories of the 2018 “gilets jaunes” protests. Finance Minister Roland Lescure told France Inter that there is “no risk of structural scarcity” but acknowledged that prolonged geopolitical shocks could force the government to dip into strategic reserves. For now, mobility planners should treat the shortage as a rolling, region-specific disruption likely to complicate road travel for at least the next seven days.
