EU visa officials debate ‘limited territorial validity’ visas for Russians amid Finnish push for tougher line
The Council of the European Union’s Visa Working Party met on 14 October to weigh an idea that could reshape how Russian nationals travel within Schengen—issuing ‘limited territorial validity’ (LTV) visas that would confine holders to the country that grants the document. Finland, along with other eastern-flank member states, has argued since 2022 that tourist traffic from Russia poses security risks and wants a uniform, bloc-wide restriction. A leaked presidency paper seen by RFE/RL and discussed at the meeting calls the LTV approach an interim step toward what some member states—including Finland—ultimately want: a full ban on non-essential Russian travel until the war in Ukraine ends. The paper concedes, however, that an LTV visa clashes with Schengen’s core principle of free internal movement and may offer ‘limited effect’ without reintroducing internal border checks. Finnish foreign minister Elina Valtonen reinforced Finland’s position in a 12 October letter to counterparts, urging an EU-wide stop to tourist visas for Russians and tighter checks on ex-combatants and athletes. Helsinki already barred almost all Russian leisure travel in late 2022 and sees an EU measure as critical to prevent ‘visa shopping’ in more lenient member states. For Finnish businesses the immediate impact is minimal—Russia remains off the corporate travel map—but the policy debate matters for compliance teams handling dual-national employees and for logistics providers that still move goods across the closed eastern frontier. A harmonised EU stance would also remove uncertainty for Finnish missions abroad, which now issue only a handful of Russian visas on humanitarian grounds. The working party will revisit the issue on 10 November before ministers decide whether to task the Commission with drafting changes to the Visa Code. Mobility managers should expect stricter documentation requirements—such as proof of military-service status—for any remaining essential Russian visa categories.
