Speaking at the inaugural Human Resource Mobility Forum in New Delhi, External Affairs Minister S. Jaishankar revealed that India has concluded 28 Migration and Mobility Partnership Agreements (MMPAs) with 26 countries ranging from Germany and France to Japan, Norway and the UAE. The legally binding pacts provide mutually agreed quotas and streamlined procedures for categories such as intra-corporate transferees, contractual service suppliers, researchers and students. According to the minister, more than five million clearances have already been issued on the government’s e-Migrate platform, and the new agreements will be layered on top of this digital infrastructure.

He invited more governments to join what he called “trusted talent corridors”, signalling that negotiations are under way with the United States, Brazil and South Korea. Global mobility teams should monitor country-specific implementation rules expected over the next quarter. Once operational, the MMPAs could slash lead times for deputations and client projects, reduce compliance costs and offer family-friendly provisions that make overseas postings more attractive to Indian staff.
