In a strongly worded statement released today, the House of Commons Environmental Audit Committee (EAC) warned that any move to resurrect Heathrow’s third-runway project “is not currently compatible with the UK’s legally binding net-zero commitments.” The intervention follows fresh advice from the Climate Change Committee, which argued that aviation emissions must fall 30 % from 2019 levels by 2035 for the UK to stay on track. EAC chair Toby Perkins MP said the government would have to produce “a far more ambitious and convincing decarbonisation plan” before even contemplating additional capacity at the country’s busiest hub. Although the Labour administration has not formally revived the scheme, Heathrow’s owners are lobbying for approval amid buoyant post-pandemic traffic and the airport’s drive to regain Europe’s top slot for inter-continental connectivity. For multinationals, the committee’s stance clouds the outlook for long-term slot availability and pricing. A third runway had been expected to add up to 260,000 extra movements a year—capacity many corporate travel buyers had baked into five-year planning models. If expansion stalls, airlines may instead redeploy wide-body fleets to continental hubs, potentially lengthening routings for staff heading to Asia-Pacific or Latin America. The EAC also hinted that future aviation taxes could rise if decarbonisation milestones are missed, raising cost lines for mobility programmes dependent on frequent shuttling of staff between headquarters and overseas operations. Travel managers are therefore advised to accelerate diversification to rail within Europe and scrutinise carriers’ sustainable aviation-fuel (SAF) strategies when negotiating 2027 contracts. While today’s statement carries no legal force, it significantly increases the political risk premium around Heathrow expansion and signals that environmental scrutiny will shape UK air-connectivity policy for the remainder of the decade.
