
In a blog post published on 5 October, the Finnish Centre for Pensions (ETK) confirmed that Helsinki backs the European Commission’s plan to embed the A1 certificate—which proves that a mobile employee remains covered by their home-country social-security scheme—in the forthcoming EU digital identity wallet. The Commission wants the e-certificate live just one year after the enabling regulation enters into force, a timetable ETK describes as “ambitious but doable.” For employers seconding staff from Finland to other EU/EEA states, the change promises to slash paperwork. Today, HR teams often wait weeks for a paper A1 (or a PDF in email) that must then accompany the assignee when crossing borders or undergoing labour-inspections. Once the document sits in a secure QR code inside an EU wallet app, authorities in another member state can verify it instantly, reducing the risk of fines or site shutdowns. ETK says technical scoping with the Digital and Population Data Services Agency is already under way. The biggest hurdle is back-end interoperability with legacy pension databases built in the early 2000s. A pilot with construction company YIT and IT-services giant TietoEvry will test live issuance early in 2027. Lessons from that sandbox will feed into a national roll-out, expected in Q3 2027 for private-sector assignees and Q1 2028 for the public sector. Labour lawyers caution that the digital shift does not dilute compliance duties: companies must still prove that salary thresholds, working-time rules and travel-expense policies meet host-country standards. However, smoother A1 processing should help Finland reach its goal of doubling outbound expertise exchanges by 2030, part of the Government’s Talent Boost strategy. Practical tip: mobility managers should budget for wallet integration in their assignment workflows and be ready to update employee-privacy notices, as the digital certificate will include personal identifiers that may be accessed abroad. Vendors of Global Mobility Management (GMM) platforms are already working on APIs to pull A1 status straight into assignment dashboards.
