Italy Publishes 2027 ‘Decreto Flussi’; Online Pre-Filing Opens 23 October
The Italian Ministry of the Interior has published the operational circular for the 2027 immigration quota decree (Decreto Flussi), kicking off the annual scramble for work-permit slots. The circular, released on 14 October and backed by the Prime-Ministerial Decree No. 240/2025, confirms that employers may pre-fill applications on the Ministry’s online portal from 09:00 on 23 October until 20:00 on 7 December 2026. Four separate “click days” in January-February 2027 will then determine which of the digitally queued filings actually receive a nulla-osta to hire non-EU nationals for seasonal, non-seasonal and domestic-care roles. The 2027 quotas largely mirror 2026 numbers but add Kenya to the preferred-country list after a July 2026 mobility memorandum. Employers must again obtain a Preventive Unavailability Verification from the local employment office to show that no suitable resident workers are available. Applications lacking this certificate will be rejected outright, reinforcing the government’s policy of matching incoming labour supply to documented shortages. For multinational HR managers the timeline is tight. HR should collect employee documentation, secure local labour-office clearances and set up SPID digital IDs well before the 23 October portal opening to avoid last-minute technical bottlenecks. Because quotas are allocated on a first-come, first-served basis, many employers hire specialist law firms or use bulk-upload features to submit hundreds of forms in the first seconds of each click day. Failure to win a slot forces companies to wait another year or use alternative (often slower) permit categories, so advance planning is vital. Companies should also budget for renewed legalisation of foreign documents and plan orientation programmes: successful workers are expected to arrive between March and June 2027, in time for Italy’s construction, agriculture and summer-tourism peaks. The decree underscores Italy’s shift toward multi-year programming (2026-2028) to give business more predictability, but competition for slots remains fierce. Employers who miss out should monitor future bilateral labour agreements—like the new Kenya accord—for reserved quotas that sit outside the general click-day scramble.
