Brazil’s Air-Traffic Authority Schedules Early-Morning Outage of SIGMA and FPL-BR Flight-Planning Systems
The Department of Airspace Control (DECEA) quietly published a service notice on its AISWEB portal confirming that both the SIGMA aeronautical-information database and the FPL-BR electronic flight-plan filing system would be offline from 03:05 UTC to 09:00 UTC on Sunday, 18 October 2026. The six-hour window, timed for the lowest-traffic period over Brazil’s busiest airports, is required to install a major software upgrade that aligns the two platforms with ICAO’s latest FF-ICE/1 messaging standard. SIGMA underpins everything from NOTAM distribution to slot coordination, while FPL-BR handles more than 15,000 domestic and international flight-plan submissions on an average Sunday. During the outage, operators must revert to contingency procedures—principally telephone or AFTN filing through the Integrated Air Traffic Control Centre (CGNA) in Brasília. DECEA warns that carriers failing to file at least two hours before scheduled departure risk ground delays once the system comes back online. For airlines, charter operators and corporate-flight departments, the maintenance window lands at an awkward moment: the tail end of the long Nossa Senhora Aparecida holiday week, when load factors on the Rio–São Paulo air bridge routinely top 90 percent. LATAM and GOL have already issued passenger advisories urging early check-in, while cargo handlers at Viracopos and Manaus say they will preload outbound manifests to avoid missed export slots. Technology managers welcome the upgrade. Moving to FF-ICE/1 will allow Brazilian ATC to exchange richer data sets—including real-time fuel and weight figures—with neighbouring FIRs in Uruguay, Argentina and Peru, reducing in-route level-change requests that cost airlines both time and fuel. It is also a prerequisite for the cross-border Free Route Airspace corridor that Brazil and Argentina plan to trial in 2027. Businesses relying on just-in-time logistics should monitor airline OTP (on-time performance) dashboards on Monday morning. Historical data from similar outages shows a 5-8 percent dip in first-wave departures, typically recovered by mid-afternoon. TMCs recommend that executives with post-lunch meetings in Brasília or Belo Horizonte book earlier flights or plan virtual attendance as a precaution.
