After a decade of deadlock, EU negotiators clinched a compromise on 13 June to modernise Regulation 261/2004—the legal backbone of air-passenger rights. Germany had lobbied hard to prevent airlines from watering down compensation thresholds, and the final text delivers: cash payouts will still start at a three-hour delay and remain €250–€600 depending on distance. For corporate travel managers the bigger win may be transparency. Airlines will be obliged to show hand-luggage fees up-front and publish clear tables of what counts as an “extraordinary circumstance” that releases them from liability. Parents can no longer be charged to sit next to their children, and spelling mistakes on German tickets may be corrected free of charge. Berlin’s Justice Minister Stefanie Hubig called the deal “a balanced outcome that protects consumers without crippling our carriers,” noting that German business travellers filed more than 320,000 compensation claims in 2025 alone. The reform still needs a rubber-stamp vote on Monday; once adopted, airlines have twelve months to adjust IT systems and training. Travel-risk teams should update employee guidance: carriers must now inform passengers of their rights within 96 hours of a disruption. Duty-of-care officers can leverage the tighter disclosure rules to speed up reimbursement and rebooking after irregular operations at hubs like Frankfurt and Munich. A side protocol tasks the European Union Aviation Safety Agency with analysing whether chronic staffing shortages at border-control booths—an issue that triggered passport-control meltdowns in Frankfurt last Easter—can still be classed as “extraordinary.” That could further strengthen passenger claims if Germany fails to staff its checkpoints adequately.
