The Cyprus Compliance Association (CCA) has wrapped up a one-day Forum at the Central Bank of Cyprus that pulled regulators, law-enforcement agencies and private-sector compliance chiefs into the same room to dissect emerging terrorist-financing threats. While primarily a financial-crime event, several panels focused on border-intelligence gaps exposed by recent cases where cash couriers and trade-based laundering networks exploited immigration choke-points at Larnaca and Limassol ports. Speakers from MONEYVAL, the UK National Crime Agency and Cyprus Police’s Joint Intelligence Unit urged faster data-exchanges between customs, immigration and financial-intelligence systems. One case study showed how delayed passenger-manifest information hampered an investigation into a suspected facilitator moving extremists across the Green Line using forged student visas. Proposed fixes include extending the API/PNR obligation from airlines to selected ferry and cruise operators calling at Cypriot ports – a measure the Deputy Ministry of Shipping says could be piloted in 2027. For multinational employers the practical takeaway is heightened scrutiny on employee travel reimbursements and trade flows that transit Cyprus. Banks signalled they will ask more questions about goods routed through free-zone warehouses and will flag unusually large cash withdrawals by foreign students – a pattern that triggered at least two ongoing probes. The Forum is part of Cyprus’s effort to show progress ahead of its next MONEYVAL follow-up report in 2027 and to bolster its bid for Schengen admission. Participants agreed to form a public-private working group that will draft recommendations on integrating border-control data with the national goAML platform by mid-2027, a step that would bring the island closer to EU best practice. CCA chair Theodoros Stavrou summed up the stakes: “Terrorist financing does not stop at the checkpoint; neither can our data.” How quickly that mantra turns into interoperable systems will be watched closely by both Brussels and international banks that route payments through Cyprus.
