Kela warns of online service outage on 28 September – expatriates should submit benefit claims early

Finland’s national social-insurance agency Kela has issued a same-day notice that all of its e-services will be taken offline for scheduled maintenance on Monday 28 September from 21:00 to 00:00 (UTC+3). The shutdown will freeze log-ins to the OmaKela portal, used by foreign residents and cross-border commuters to file residence-based benefit applications, report changes in income and download EU portable documents. Although the interruption is brief, immigration advisers note that many newcomers rely on the digital channel because paper forms require a Finnish ID number and a domestic mailing address—documents that new arrivals often do not have. “If you are applying for child benefit or sickness allowance right now, file the application before 21:00 or you risk payment being delayed by several days,” says Kristiina Lehto, a relocation consultant at Helsinki-based Finland Way. Kela’s e-services process around 85 % of all initial benefit applications, and the agency increasingly asks customers—including foreign degree students who must prove sufficient income—to upload supporting documents via the portal instead of visiting a service point. The outage therefore has knock-on effects for universities preparing enrolment certificates and for employers who generate electronic income statements. The maintenance window is also a reminder that most Finnish public-sector portals (Kela, Migri, Tax, DVV) share a common Suomi.fi single-sign-on. If one system is down, access to the others may be impaired, a risk companies should factor into onboarding schedules for international hires. Kela recommends that customers expecting urgent benefit decisions or reimbursements use the chat bot for non-confidential questions and log back in on Tuesday morning to verify that pending uploads were accepted. The agency apologised for the inconvenience and said the update will strengthen cyber-security ahead of an expected spike in winter-holiday travel reimbursement claims.
